Commitment discount

A commitment discount is a reduced price a cloud provider offers in exchange for a commitment to a quantity of usage or an amount of spend over one or three years: reserved instances and reservations, savings plans, and committed-use discounts. The provider applies the discount to matching usage; unmatched usage is charged on demand, and committed amounts with no matching usage are paid for anyway.

Commitments are bought centrally and applied by the provider to whatever usage matches, so the saving lands on whichever account happened to match first unless the allocation model intervenes. The treatment that holds up is to allocate the discounted rate to the consumers whose usage the commitment covered, so steady workloads see the benefit bought on their behalf, and to carry unused commitment centrally as the cost of the decision to commit, reported to procurement as its own line.

FOCUS, the open billing specification, carries commitments as first-class data: the commitment’s identifier and name, whether it is a spend or a usage commitment, its status on each charge as used or unused, and the quantity and unit committed. Those columns are what make utilization and coverage reportable per commitment and per consumer.

Commitments also change forecasting. Committed spend is a schedule, flat until a commitment expires or a new one starts; on-demand spend is where growth and risk live. Forecasting the two separately shows the cliff when a large reservation ends and makes coverage a forecast input rather than a surprise on the invoice.

Enterprise agreements and negotiated rates are a different layer: they lower the contracted price of everything the agreement covers, before commitments apply. Reporting the two savings layers separately lets procurement see what the agreement earned and FinOps what the commitments earned.
